In a call, when the recording is being started and the connecting state is shown, we can add a timeout for the cases that the websocket (for mediasoup) is not able to connect successfully.
Then we can provide the call participant with an option to retry or at least let them know that the recording was unsuccessful. This requires the call to be downgraded again to matrix anyways.
